When designing a Wix studio template is better to build an global section or one that is dependent on CMS collection?

When designing a Wix studio template, is better to build a global section or one that is dependent on CMS collection?

What I’m you trying to achieve:
I am designing a Wix Studio Template that will hopefully be available in Wix Marketplace upon approval. There is a section within the site titled “The Latest” that is meant to highlight three key events, offers, news, etc. This section is iterated several times across the site and consists of repeater cards with a fun (but tricky) hover effect that moves a summary of the highlight and a respective button from out of view into view…so it is not immediately visible on the editor canvas, only within the layers panel.

Outside the repeaters, but still within the section, are several .SVGs that function as buttons to lead to industry specific social platforms. The respective button links will vary from user to user, as the buttons will lead to their specific profile.

My dilemma is this: If I make this section a global element, it will be easy to edit this section and see those edits across all iterations on the site (like adding the industry relevant profile links). But will be hard to add, edit, or adjust the details of each highlight (summary and buttons) for not-so-savy prospective users.

If I make it CMS dependent section, adding/editing the details per highlight (summary and button) as well as per industry specific social profiles links will be easy. But making edits to the section will be tedious as it will need to be done per iteration across the site (it is used on 4 pages right now)
