Why wont menu bar sit on top of image in default mode?

I am trying to add the top panel behind my menu bar, but it keeps adding a banner behind it when I select default and pushes the panel down.

Can I stop this from happening? Client wants the banner to stick to the top of the site, and not reappear unless you are back at the top. They want the menu options to be visible on top of the top panels image.

have any screen shots to see what you are talking about ?
I would noramlly add this with code, but I’m sure it may be possible in Studio without code.
