Has anybody added a waiver to Wix Bookings? My client needs it to appear before they book their tour.

Coupons is a feature request. It’s coming soon to events - maybe it will come to bookings also. 
Waiver is essentially a 100% coupon

Let start with : Coupons is available for Wix Bookings already!! Go to your dashboard > marketing tools > coupons 
If I understand correctly what you need is a waiver form for clients to sign before the booking? If so, we currently don’t support that in Wix Bookings, however, you can that with Corvid. See this example, talking about creating a pending appointments logic, but also demonstrating building your own booking form, where you can link a waiver and add a checkbox for the client to approve:
