Can i add an custom tax group for shipment and delivery? I need a custom tax rate for shipment and delivery. In Germany we have different tax rates for delivery of different products. For example shoes will be shipped with 19% tax rate, but a book with 7% tax rate. Do you guys know wheather something like this is even possible?

Actually there is not much to try, you just have one shipment tax group, where you can put either 19% or 7% tax.
