Cascading problems

Question
I have the desktop / tablet breakpoints how I want them. But modifying the mobile breakpoint (re-arranging items) definitely messes with larger breakpoints. The mobile version offered is simply a smaller version of the desktop version. But Wix Editor did a marvellous job in the mobile version. I’m so frustrated.

Trying to get the mobile version to look like I want without affecting the other breakpoints.

What have you already tried:

It seems almost anything I do has an impact. I don’t get it. Isn’t this the whole point of the cascading principle?

There are two cases where the cascading rule doesn’t apply, and changes will be applied across all breakpoints - Data changes (changing the source of an image, or the text content of an element), or Structural changes (for example, unstacking an element)
