Wix is always working on providing additional features and capabilities. You can go to the Wishlist Page and request a new feature.
Is there is away to add the effect through custom code?

The menu cannot be modified by code in the way you want, the only way for you to do is using a custom element (group), a button on the background to change the color, and a regular text to modify its html value.
