There’s Wix Videos and Channels app on Wix App Market. You can build your custom one using CMS + Member Area and Admin Dashboard.

Technically, it is possible, you can have a user-submitted CMS that In terms of hosting limits, it’d probably require an appropriate subscription for storage space As for how to go about it, can you be more specific as to what you are not sure of please?

I just wasn’t sure like where to start when going about building this project. Could you recommend some which wix apps would be best for a project like this? Like what a good user-submitted CMS?

CMS is built into Wix, a user system as well, I don’t think you need any third party apps per se
