Does any one know how to do this or if using wix studios to do this is a reasonable option?
I have a client who asked me for a site similar to YouTube. He wants to have a platform for inspiring film makers/producers/actors to post there short films for recognition and build a community in that space.
Is this something that i would be able to do on wix? And if so, how would I go about starting that process?

There’s Wix Videos and Channels app on Wix App Market. You can build your custom one using CMS + Member Area and Admin Dashboard.

CMS is built into Wix, a user system as well, I don’t think you need any third party apps per se
