Customize the design in multi language site

I have website in two language Arabic & English

As you know Arabic from right to left and English from Left to Right so you don’t need to change the text only you need to change the full direction of the website like elements and images , place of text

If i change it in one language it effect the other language, how to make change in one language ?

Using multi-languages ​​when the language direction is opposite doesn’t work so well. From experience, I recommend creating separate pages for each language.
And if there is no choice to concentrate on design aimed at the middle (there will still be a problem with punctuation marks at the end of a sentence)
