We are writing programming tutorial website. and not able to manage our tutorial pages as shown in wix. can anyone have any idea and suggestion how to do this.

This might be possible using Wix Corvid. I’ll move the post under the Corvid category. Someone may be able to offer some guidance there. 
use buttons for the top and the menu for the bottom see my site for example of two menus. its not a pinned vertical menu but all the same. https://www.ourstud.io/
