How do I get cart to ignore one shipping cost when another product type is added to same cart?

Hi. I am starting out and have a WIX Expert building my site, however I have run into a problem. I have one product that fits into a local shipping category at a cost of $1.95. However if my customer buys a different product in the same cart the original shipping cost of $1.95 I need removed and the total shipping goes to my standard shipping cost set-up of $6.95. At the moment the $1.95 and $6.95 shipping costs are adding. My expert tells me this would involve days of coding. Is there not an easy way to do this? Thanks.
