Is there a way to arrange container above header/blank page

The container as seen in the image is below the header. I would like to know if it’s possible to arrange it so it stays above it.

As you can see, the actual header floats above the pages.

And yes, i have of course used the ''arrange" feature. In fact, in the screenshot the container is arranged to be forward.
