I have seen React.js is a compatible npm package but I was wondering how could it be used in a Wix site. Could it be used in a Custom Element, linking it to a Velo source code that uses React?

That’s exactly how you would use it.
Since you don’t have access to Dom structure of the Wix generated page, the only place it works is inside Custom Element
