How can I prevent a single resource from being used simultaneously by two different people? Currently, all you receive is a pathetic yellow warning stating that the resource is already in use. How do you stop someone else from ignoring this already in-use warning and booking it also?

What I’m trying to do:
I need to prevent people from booking or selecting the same resource from the drop-down list more than once when it has already been selected by another user. In my case, these are rooms that are used for about an hour. At the moment, people can book a room at the same time that someone else has already booked it, just by ignoring the warning 
What I’ve tried so far:
asking people NOT to ignore the warning, but the warning doesn’t always appear in the apps on different platforms, and some people rush and ignore the warnings. I need a BLOCK on double use.
