I am at bit of a loss. When I search my site on google in incognito my SEO titles and descriptions are completely different to what they are on my website editor? Is this a cookie issue on my end or is this a Wix platform issue?

It might be due to the text on your page being marked at H1
Just because you described your SEO titles doesn’t mean google will use that. It is up to the search engine to crawl, find and use the most appropriate text according to its algorithm.
