Strange navigation bar behavior

I’m having trouble with
Trying to keep the navigation bar menu from moving around when the page is scaled.

What I’m trying to do
I want the menu and the button to stay in the same place, and be the same distance from each other.

What I’ve tried so far
I’ve tried messing with the Responsive Behavior of the section, container and menu. Nothing seems to keep this from moving around when the window is scaled.
