Tags Collection Field Saving Value but Tag Selection Array is Empty

Question:
Simple form. Have Tags on form to collection options, but when user doesn’t select an option, which is a valid use case, the form is saving the value “os” as a tag in the collection field.

Just a simple collection record form insert

What have you already tried:
forums, google searches, etc
