Tax not included on pick up orders

My winery client said her last 2 orders processed without tax, the only difference with these 2 orders were they customer selected “pick up”. Any thoughts as to why before I submit a ticket?

Taxes were already populating she’s been runnig awhile now. Here are her 1st two pick uo orders and tax did not populate at check out
