User Input Section and Drop Down Lists

Hello there, i am trying to create a Drop Down select tag with a user’s input as it can be found here https://www.wix.com/code/home/example/Collapsing-Form but unfortunately inmy page i dont have the “User Input” Option in my Add list, anybody know why?
