What is the best way to add a newsletter signup form that appears on every blog post without manually adding it to each one?
There is an optionor plugin to add a subscriber form in blog.

Blog posts are controlled by a single post template.
If you add a newsletter form to that template, it will automatically appear on every blog post, including future ones.
Go to your Blog in the Wix Editor → click on any blog post → make sure you’re editing the Post Page template (the layout, not just the content). Then add your newsletter signup form below the post content.
Once added there, it becomes part of the global blog post design and shows up on all posts automatically.

As both @V-Blog and @Vultieris mentioned, it’s possible to add it via the Plugin option when selecting the Post Widget.
And since it’s a “dynamic page” - meaning one layout for all pages, just the data changes - the form will appear across your posts
