Why are pending subscribers included in marketing emails

I have a subscribe form on my website with the double opt-in feature enabled:

When the user ticks the box and presses subscribe, their status becomes SUBSCRIPTION PENDING

They receive an email asking them to confirm their subscription.

If they do not click Confirm Subscription in the email, their contact status remains SUBSCRIPTION PENDING.

However, I’ve noticed when sending out marketing emails, they are included. Surely they should be excluded? Otherwise what’s the point of having the double opt-in?

When you say included - do you mean they appear in a list that says “subscribed” or something similar?

I mean when I use Wix Email Marketing to send an email and get to the Add Recipients page, it will send it to the contact despite them having the SUBSCRIPTION PENDING status.

It doesn’t send to those who are unsubscribed, so it seems to me that it shouldn’t send it to someone who hasn’t confirmed their subscription either.
