Pop-up which explains the WIX interface function was cool for the first few days.
Now they make my work difficult.
How to turn it off?
It’s not currently possible 
That said, I know of situations where people haven’t used something for a few months and forgotten how it works/what it does, and the tooltips have helped out
But why there is no option to be turned off?
