'Move up' Greyed out. Can't swop Sections on mobile layout

I have a page with just two sections and they are in the correct order on desktop and tablet but the incorrect order on mobile.

Right clicking on the bottom section, the ‘Move up’ command is greyed out and I can’t see away of swapping them around. Its driving me crazy! I can ‘Moved Down’ the top section but it doesn’t do anything.

Any ideas on how to do this?

Have you refreshed the editor? Perhaps dragging the section above the other one in the layers panel might work?
