Using the traditional Wix editor it isn’t possible to create responsive sites, only a desktop and mobile version. But with their new Editor X platform you can create responsive sites. Check it out if you haven’t already.
Generating sites with the normal editor, you will be able just to generate limited responsiveness → using workarounds and a lot of code.
So if you need full-RESPONSIVENESS → than like LMeyer already mentioned → you will have to switch to Editor-X.
