Trigger an automated email to a list of members when a booking session is canceled

Here is what I would like to achieve :
When the user is on the booking page, if the service is full for a specific slot I would like to show a button that will trigger a lightbox for him to register his email on a specific “waiting list” database related to the specific service (no need to be related to the specific slot, however it would be even better). For this part, I think I will just need help with a better understanding of the getServiceAvailability().

The real deal comes now : how to actually trigger an email to everyone in this database in order to inform them that a spot has open up when someone canceled a session ?
