As Ido has perfectly stated above, Wix Forms is a free/paid app provided by Wix, so for that you are better suited contacting Wix Support.
The pricing guide that you show in your post is for the price and options of using the Wix Forms app either as a free option or as a paid premium version.
It is not the limitation of theg Wix Ascend plan itself, that is different and depends on what Wix Ascend plan you purchase.
If you are using it for a business, then I would highly suggest that you don’t just use the free options provided by Wix and go for at least the basic plan of Wix Ascend, for starters it gets rid of hte Wix Ascend branding on your emails etc and you are not restricted to what you can do each and every month.
There is no point trying to run a business and have it improving and upgrading and expanding for example and all the while be limited to what is available to you on using just the free options of Wix Ascend Plan and Wix Forms.
However, as for Wix Ascend itself, you can actually use that for free and although you will be limited, you don’t have to pay for any plan if you don’t want to.

Without an Ascend Plan, you can still send 3 email marketing campaigns per month to a total of 5,000 emails addresses per month, starting from the day that you first use Wix Email Marketing. However, the Ascend Plans allow you to access premium features like connecting your email campaigns to your own domain.
If you also want to use Wix Forms for it’s simplicity so that you don’t have to write your own coded forms etc, then as already stated, that is a Wix app that can be either free with restrictions or paid for which gives you the unlimited options.
However, note that this will be an additional cost to add onto any Wix Ascend Plan that you want to purchase, Wix Forms Premium is not included in any Wix Ascend Plan.
You would be much better off, even if you are wanting to use the Wix Ascend free option, to disregard using Wix Forms and do all your own forms etc with the use of user inputs and code. That way you won’t be relying on the Wix Forms app and be limited to what it allows you.
