I am unable to access the CSS panel on my existing website.
I have no problems when I create new website
Does your existing site have Developer tools enabled ? Is this a Studio site ?

Like Dan said, what is the existing site? Do you have Dev mode enabled? Can you share a screenshot?
That is the classic editor. Doesn’t have a CSS panel
Can I change this to Studio version (My other sites are all studio except original site; of which this is a copy.
Further to above, I want to reorganise original site but have lots of photos etc that I want to use in new version.
There is no migration from classic editor to Studio editor. You would have to rebuild the site entirely. It is just a different infrastructure. It’s not compatible.
