Is editor X available with the $39 business plan as the option to select it during site setup is not there?
AND the custom CSS option is not there either. Is it available with this tier?
AND the inspector option is not there. This is still in the knowledge database.

Editor X is now Wix Studio.
More on the Wix Studio plans:
Custom CSS is available on any plan, even the free tier.
The Inspector panel is on the right side of the Studio editor.

As for the interface, this is what I am seeing, and there is no inspector, nor CSS option.

I’ll offer a closer look at the options when a repeater has been selected. So the ‘pen’ icon is not there.
Your screenshots clarify it all.
You are neither using Editor X nor Wix Studio.
This is the old Wix Editor, and it is completely different from Editor X / Wix Studio Editor.
Studio is a newer, more advanced website editor which is separate from the classic Wix Editor. The Inspector Panel and Custom CSS that you were asking about is only available in the new Studio Editor, and not in the old Wix Editor that you are using.
This is why, all the help center articles related to the specific editors have their respective editor names in the title itself.
Also, the pricing for the new Wix Studio is more expensive, compared to the old Wix Editor.

So, the $36/month business plan uses the old Wix Editor?
That is correct.
This is applicable for sites built using the. Wix Editor (that includes your site shown in your screenshots).

Does the $36/ month plan include the other editors? ( I know, but I still hoping) 
This is only for one site.
If you build another site using Studio, then it’s own pricing will be applicable for that site - that is different and a bit costlier than Wix Editor website plans.
So for each site you build, you will need to buy it’s own separate individual plan, based on which editor it is built with, if you need any premium features - i.e. your own custom domain for the site, or other features that are not included in the free tier.
