I’ve tried adjusting the mobile editor settings, reviewing the CSS, and experimenting with different templates, but the issue persists.

Knowing anything about your setup in detail, it is for me not possible to see the exact issue.
But what i can tell, is that wix has issues when it comes to mobile versions. If you use the SEARCH-BAR, you will find a lot of post talking about your mentioned problem, where users have difficulties to generate a good looking responsive mobile version.

But what could help you out is to generate for your mobile-version an additional page, that means, you would have two different pages (a / b). One for DESKTOP-VERSION and another one for MOBILE-VERSION.
Then you can use the following API to detect the users DEVICE and decide which ob pages (a / b) to show.
