Collaborator can't assign premium plan to new site

Why can’t my collaborator that I gave co-owner admin access to assign a premium plan to the site. It keeps saying I have not assigned billing permissions, when I actually have.

I have tried changing the role to just Billing Manager, but the same result

Please what can I do?

According to Wix’s documentation, an Admin (Co-Owner) should have full access to manage billing, including assigning premium plans Wix Roles & Permissions: Overview.
