Horizontal menu layouts ... submenu?

I have a horizontal menu. One page has 3 submenus. I want change how the drop down box looks.
The help boxes say under Horizontal menu lays outs I should have 2 tabs : one MENU and one SUBMENU.
I don’t have 2 tabs… only have the main page with text aligned etc?

what am I missing ?
