“Is 20,000 per collection?"
No. The “20,000 limit is per site”, “not per collection”. That means across all collections (e.g., Products, Categories, Authors, Tags, etc.), your “total CMS items” cannot exceed 20,000.
So, if you have:
5 collections
You will share the 20,000 item limit across all five collections.
(e.g., 5,000 in each, or 10,000 in one, 2,000 in another, etc.)

As an answer to your question, the first link should make things clear. To understand the background and context, the links below it may be helpful. There was quite a bit of pushback from users, so I believe the restrictions were somewhat relaxed afterward. If you really need to handle a very large number of items, connecting to an external database might be a practical option.

To clarify:
Only Custom CMS collections count towards the quota
If you need more than 500,000 as @Dan_Suhr mentioned, you can contact the Enterprise team who can help set you up with “add ons”
If you are planning to use that much space, I suggest you using an external database instead of Wix’s built-in database/cms.
You can connect your external db to Wix and use Wix CMS with it with some filed type limitations (you won’t have some extra field types that is actually not a real type for example URL type which is actually just a string).
